Available in Butte, Glenn, and Shasta counties, our services are for expecting parents or families with children under 3 months old at the time of enrollment.

We follow the Healthy Families America model, which emphasizes empathy, respect, and trust—and reminds us that parents know their children best.

NVCSS offers the TAPP program for pregnant and parenting teens. The program follows the Adolescent Family Life Model, focusing on building trusting relationships with young parents and promoting healthy family functioning and positive outcomes. Through regular, strengths-based home visits, practitioners provide individualized education, emotional support, and practical guidance on parenting skills, child development, health, education, and goal setting. TAPP emphasizes empowerment, cultural responsiveness, and coordination with community resources, helping adolescent parents build confidence, resilience, and the skills to support their child’s well-being and personal growth.

Frequently Asked Questions

  • We typically begin with weekly visits, especially around birth or in those early months. As your family grows and needs change, we’ll space out visits to biweekly or monthly based on what works best for you.

  • Visits last about an hour and can happen at your home or another place you feel comfortable. Each visit is guided by your needs—whether that’s parenting tips, emotional support, or help navigating challenges.

  • There are no fees. Our services are 100% free and open to eligible families.
